    I inspect houses in the entire New Orleans area and have done so for 10 years. The people that stayed knew the storm had passed, but had no idea the levee had broken and water was coming their way. In their area, the storm had just about passed, the wind was still blowing, but the rain had practically stopped when the water started coming down the street into the neighborhoods. I hope all involved get their lives together soon.
