How did Hurricane Katrina reduce the draft of the Mississippi River Gulf Outlet?

I looked up draft and it said the distance from the waterline to the bottom of the hull on a ship. How does this make sense? How does a hurricane reduce this?

    The terminology is the definition of draft that the basin that the river now only boats with shallower draft that.
