How do airport handle things during a hurricane when they can’t let the planes out?

I’m doing a skit for class that is on airports during a hurricane. What are some complaints and excuses that people use when the planes can’t fly out due to the hurricane.

I mainly want to know how the airport people handle the situation. Do they give you a refund or just make you wait?
