Should New Orleans be rebuilt everytime a hurricane hits it?
We obviously need some kind of a city there as a port since it is at the mouth of our largest river, and it seems to have a lot of essential oil facilities. But do we really need to keep it as big as it is? Maybe we should let it shrink away except for essential services.
