Should New Orleans be rebuilt everytime a hurricane hits it?

We obviously need some kind of a city there as a port since it is at the mouth of our largest river, and it seems to have a lot of essential oil facilities. But do we really need to keep it as big as it is? Maybe we should let it shrink away except for essential services.

    Ask the Dutch. There is no reason N.O had to be destroyed the first time except lack of funding.
